Explanation: I have known many builders who bid this way. It works well as it encompasses a fixed price bid and allows for some discount. It also opens the customer to a conversation about what could be found during the course of work, that may affect the price going forward. I have found that fixed price bids work for smaller, well defined scopes of work but remodeling projects either require building in a cushion which hurts the customer if no problems are found or the cause lost revenue or unhappy customers if problems are found. I tend to lean toward NTE but have worked with all these formats. T&M has its place when no plans can be provided.

Either the costs that the contractor incurs are greater than the price he is charging the client (as a consequence of a lower tender determining the contract sum), and thus is likely to go insolvent, or he will claim for "loss and/or expense" due to discrepancies in the contract documents (this can be done deliberately). The lowest tender is not always a feasible tender. The lowest tender is the most likely to increase the contract sum, the most throughout the course of the project.

A very inconcise calculating formula that does not incorporate all of the variables, customer choices, and specifics of any given project. (i.e.) An addition of 200 sf bedroom X 62 (a common multiplier representing dollars per sq. ft.) often used by unscrupulous contractors) will equate to $12,400.If the addition is block rather frame, the total will be short by approx $3200, the actual cost difference between utilizing block rather than frame. The shortfall invariably in up being paid by the homeowner, due to vague contract wording that allows for "un-disclosed defects" in the original structure - which the (unscrupulous) contractor then adds to his original 'estimate', stating unforeseen construction problems. This is just one of many methods used to increase the amount of contract after the fact. If the addition (in our example)is a Patio, the costs involved will be considerably less because the footings are typically smaller - but the 'estimate' is rarely reduced to reflect this smaller scope of work. This is just one of many examples. There many excellent contractors in Florida who provide excellent service for a fair price, and I consider one myself one them. My 32 year history as a Certified Florida General Contractor will testify to this fact. In my opinion, 'square foot' estimates are about as predictable as next week's weather.
